The cover of the third edition book is blue while I believe that the second
edition cover is red. What more do you want?
No seriously, from the third edition:
"... The second edition [of this book] described Version 8. The third
edition describes Version 9.3. It not only includes descriptions of
features that have been added since version 8, but it also is completely
revised. It contains many improvements based on continuing experience in
teaching and using Icon."
Hope that this helps. I don't exactly have a list of the new features in
version 9.3, but it's possible that they may be in a readme file if you
download it.
